In most cases, NO, it's NOT too late.
Go to www.fvap.gov and fill-out the easy webform, print your forms and postpaid envelope ...and take it to the US Embassy´s Window 1 (street entrance) outside security, from 2:30 to 4:30 Mon-Fri! (Watchout... the embassy is closed Oct 27.)
No printer? Go inside the embassy´s security and get your pre-printed forms and your postpaid envelopes, inside the embassy 08:30-12:00 and 2:30-4:00 Monday thru Friday, except on October 27 ...ALL THE WAY UP TO ELECTION DAY, NOVEMBER 2!
But don´t wait! Do it today.

I don't know why I feel the urge to post this comment here, but just wanted to say that I accidentally found a documentary about Move On on TV the other day and found it fascinating. It was an interesting movie to watch regardless of my political preferences. I felt like inciting my fiancé to see it and go register himself (he's from California), haha.
